Rationale

Effective instructional design enhances training clarity, engagement, knowledge/skill acquisition, retention, and the likelihood of achieving desired outcomes.

Evidence/Indicators

  • Documented instructional design model/process followed by the center (e.g., ADDIE, SAM).
  • Detailed course outlines/syllabi showing structure and flow.
  • Examples of training materials (participant guides, facilitator guides, presentations, job aids, case studies, simulations).
  • Evidence of variety in training methods used (e.g., interactive lecture, group work, role-play, demonstration).
  • Examples of assessment tools (quizzes, skill checks, projects) aligned with objectives.
  • Alignment matrix showing linkage between objectives, content, activities, and assessment methods.

Metrics

  • Trainer/Designer rating of material quality and usability.
  • Trainee satisfaction score related to training methods variety and engagement.
  • % of learning objectives covered by appropriate assessment methods.
  • Internal review score for instructional design quality against defined criteria.

Performance Levels

  • Non-Compliant: No evidence of structured instructional design; materials are poorly developed, inaccurate, or rely solely on passive methods (e.g., lecture only). No design principles applied.
  • Developing: Some structure exists, but design lacks variety, engagement, clear alignment between components, or is primarily content-dump. Basic content delivery only.
  • Meets Standard: Programs demonstrate application of sound instructional design principles, with clear structure, some variety in methods, appropriate materials, and aligned assessments. Some structure and variety.
  • Exceeds Standard: Programs are expertly designed using learner-centered approaches, integrating diverse interactive methods, high-quality materials, and robust assessment strategies, all tightly aligned with objectives. Fully aligned, interactive, learner-centered design.
