The center has a clear, communicated vision, mission, and strategic goals, and its training programs and activities are demonstrably aligned with these and/or the parent organization's strategy.
Rationale
Strategic clarity ensures the center's training efforts are purposeful, contribute to larger goals, and guide effective decision-making.
Evidence/Indicators
- Documented vision/mission/values statements.
- Current strategic plan document.
- Annual training plans explicitly showing linkage to strategic goals.
- Minutes from planning meetings discussing strategic alignment.
- Communication materials sharing vision/mission with staff/stakeholders.
Metrics
- % of staff able to articulate the center's vision/mission (survey/interview).
- % of training programs demonstrably linked to a strategic goal in planning documents.
- Stakeholder feedback score on clarity of center's strategic direction.
Performance Levels
- Non-Compliant: No clear vision/mission/strategy, or training activities are disconnected from stated goals. Communication is absent.
- Developing: Vision/mission exist but may be poorly communicated or weakly linked to operational plans. Alignment is superficial or inconsistent.
- Meets Standard: Clear vision, mission, and strategy are documented and communicated; training plans show clear alignment with goals in most cases.
- Exceeds Standard: Vision, mission, and strategy actively drive all aspects of operation; alignment is systematically reviewed, deeply embedded, demonstrably influences program development/resource allocation, and well understood by stakeholders.
