Rationale

- Meets Standard (Partial - L1 & L2): Systematically evaluates at Level 1 and Level 2 for most programs; limited or inconsistent attempts at higher levels.
- Exceeds Standard (Comprehensive/Full Impact - L1-3/4): Consistently evaluates programs across Levels 1, 2, and 3; strategically evaluates key programs at Level 4 using robust methodologies; evaluation data is systematically analyzed and utilized for improvement and reporting.
