Standard

The center gathers and analyzes evidence, where feasible and appropriate, to determine the extent to which participants apply the learned knowledge, skills, and attitudes effectively in their workplace or relevant context post-training.

Rationale

Measuring application (Kirkpatrick Level 3: Behavior) assesses the crucial link between training and actual behavior change or performance improvement, indicating the practical value and impact of the training.

Evidence/Indicators

  • Methodology for measuring training transfer (e.g., post-training surveys, interviews with trainees/managers, on-the-job observations, review of work samples, analysis of performance data).
  • Examples of transfer evaluation tools and reports.
  • Case studies documenting successful application of learned skills.
  • Feedback from managers/supervisors on behavioral changes post-training.
  • Analysis linking participation in training transfer support activities (from 4.5) to application outcomes.

Performance Levels

  • Non-Compliant (Inadequate): No attempt to measure or track application of training. Focus ends with course completion.
  • Developing (Needs Improvement): Anecdotal or inconsistent attempts to gather evidence of application; relies solely on self-report long after training; minimal support for transfer. Rare/inconsistent application.
  • Meets Standard (Satisfactory): Systematically gathers evidence of learning application for key programs using methods like follow-up surveys or manager feedback; reports show some application; limited structured support. Some application reported, limited support.
  • Exceeds Standard (Very Good/Excellent): Employs multiple, robust methods to measure and document learning application over time; analyzes transfer data to improve support strategies; demonstrates consistent application and measurable behavioral impact linked to systematic transfer support. Consistent application, measurable impact, systematic support.
