Standard

The center systematically measures and documents the extent to which participants achieve the defined learning objectives for its training programs, using valid and reliable assessment methods.

Rationale

Assessing objective achievement (Kirkpatrick Level 2: Learning) provides direct evidence of training effectiveness in imparting the intended knowledge and skills.

Evidence/Indicators

  • Assessment tools clearly mapped to specific learning objectives (e.g., quizzes, tests, skill demonstrations, project evaluations, case study analyses).
  • Documented assessment procedures and grading rubrics/criteria.
  • Aggregated assessment results showing participant performance against objectives.
  • Analysis of assessment data to identify areas of strength/weakness in programs.
  • Use of pre/post-training assessments to measure learning gain (where appropriate).

Metrics

  • Average pass rate (%) or competency achievement score (%) across programs/key assessments.
  • % of participants demonstrating achievement of critical learning objectives.
  • Correlation between assessment performance and trainee satisfaction (if analyzed).
  • Reliability and validity statistics for key assessment tools (if calculated).

Performance Levels

  • Non-Compliant (Inadequate): Learning objectives are not assessed, or assessment methods are inappropriate, invalid, unreliable, or absent. No evidence of learning achievement.
  • Developing (Needs Improvement): Assessment occurs but may be inconsistent, poorly aligned with objectives, primarily measure low-level recall, or lack clear criteria. Objectives vague/inconsistently assessed.
  • Meets Standard (Satisfactory): Systematically assesses achievement of most learning objectives using appropriate methods for key programs; tracks and reports achievement rates; results show moderate achievement. Objectives assessed, moderate rates.
  • Exceeds Standard (Very Good/Excellent): Employs robust, varied, and validated assessment strategies directly linked to all critical objectives; analyzes achievement data deeply to inform improvements; demonstrates consistently high achievement rates across programs. Objectives clearly defined, consistently assessed, regularly achieved.
